Executive Cabinet members and other budget committee members are two-thirds of the way through the annual budget hearings. The hearings began in February and are expected to conclude in mid-April.
Every budget unit on the Southwest Baptist University campus has a hearing. These budget units include departments within colleges, residence life, student activities and many others.
"If it's a dollar going out the door, we do [a budget hearing]," said SBU President Dr. C. Pat Taylor.
Each unit is required to do a program review and present their findings as well as a proposal that states their objectives and the estimated cost for completing those objectives. In doing so, they list every minute detail, down to the cost they anticipate spending on postage.
According to Taylor, the University's budget this year is $36 million.
"And we're talking about $100 here and $50 there," said Taylor. "We try to account for every dollar. It's a very detailed, long process."
In their fall visit to the SBU campus, the North Central Association Higher Learning Commission challenged the University to link budgeting and long-range planning.
"We're in the process of doing a better job of linking budgeting and long-range planning," said Taylor. "We're doing them both, but they challenged us to tie the two together.
The purpose of the hearings is to see if these two objectives are being linked.
"We're spending your tuition dollars as wisely as we know how to," said Taylor.
Those who are on the budget hearing include the Executive Cabinet: Ron Maupin, vice president for administration; Dr. Gordon Dutile, provost; Dr. Bob McGlasson, vice president for Information and Technology Services; Dr. Stephanie Miller, vice president for Enrollment Management; Stan Norman, vice president for development; Brent Good, director of athletics, and Taylor. Rick Juhlin, controller, also sits in on the hearings.
Dr. Janet Juhlin, director of instructional research and assessment; Rob Harris, dean of students, and Bob Glidewell, director of Physical Plant, attend hearings which directly affect the departments which they head.
The deans of each college attend hearings for each department of their respective college.
After all of the hearings are over, the committee will look at the budget requests in perspective with the revenue budget.
"Requests are always higher than the revenue budget," said Taylor. "These people have good ideas, we just can't afford to do them all."
The committee has the task of assessing the importance or feasibility of each request. Taylor said the committee will sit around his conference table for around 60-75 hours to complete the process.
After the committees have reached a proposed budget, that budget will be presented.
